Description
Inspektor Percy, whose full name is Percy Bacharach, is a character from the 1989 anime original video animation Riding Bean. He serves as a lieutenant in the Chicago Police Department and is depicted as a blonde-haired, blue-eyed American man of about 35 years of age.

As a police officer, Percy has made it his personal mission to capture the city's most elusive courier, Bean Bandit. This obsession is driven by the frequent destruction of police property, as Bean’s high-speed getaways routinely result in multiple police cruisers being wrecked in pursuit. The rivalry has clear personal stakes for Percy, who seems to have a specific vendetta against the driver, though the full origin of their conflict is not deeply explored within the events of the single-episode OVA.

Percy is characterized by a near-maniacal obsession with his quarry. He is relentless and willing to go to great lengths to achieve his goal, including using unconventional and extreme methods. However, this rivalry is layered with a degree of mutual respect, as both men share a deep passion for powerful automobiles. To counter Bean's legendary driving skills, Percy acquires a high-performance vehicle, a 1967 Ford Mustang Shelby Cobra GT500, which is a close match for Bean's own custom car. During the ensuing chase through the city, Percy demonstrates his aggressive nature and tactical approach by using specialized equipment, such as an Ithaca Mag-10 RoadBlocker shotgun, in an attempt to disable Bean’s vehicle.

Percy is often partnered with a subordinate named Dick, who assists him in police operations. While his primary role in the story is that of an antagonist pursuing the protagonist, his character is later further developed in the sequel manga series Gunsmith Cats Burst, which continues his obsessive quest. In that later continuity, Percy originates from Detroit, where his fixation on Bean began due to the driver’s habit of causing chaos and destroying police cars during visits to that city. Percy’s pursuit becomes so consuming that it eventually escalates from a desire to arrest to an intent to kill, and he transfers to Chicago after deducing that Bean is based in the area.

Percy’s notable abilities lie in his skills as a driver and his encyclopedic knowledge of automobiles. In one instance, his expertise is shown when he rattles off the specific mechanical specifications of a car, including details about its suspension and tires. His primary tool is his chosen vehicle, which he uses as both a weapon and a means of matching Bean in their high-octane duels. While his methods are often reckless and his obsession borders on the extreme, Inspektor Percy serves as a formidable and determined rival to the protagonist, representing the long arm of the law that refuses to give up the chase.
