Nodoka Matsumoto is a 20-year-old university student enrolled in the Faculty of Law at Waseda University in Shinjuku. He is the youngest and most recent member of the Eight Capital Ninjas, a group of elite ninja operatives. He serves as the junior disciple of the protagonist Shinoha Tanaka.

From birth, Nodoka was born with a cursed constitution that caused his family to treat him as a monster. He endured abuse from his family until the age of 14. Later, when the director of an orphanage run by the yakuza betrayed him in an attempt to steal his organs, Nodoka activated his latent abilities and burned down the entire orphanage. This traumatic past left him emotionally sensitive and prone to instability, despite his naturally gentle and compassionate personality.

Nodoka possesses a unique physiology that grants him accelerated skin regeneration, making him immune to the intense heat he generates. His destructive power and range are formidable, described as being capable of instantly eliminating one hundred Gokudo members. As a result, the chief of the Eight Capital Ninjas has acknowledged him as super invincible or a cheat, though the chief also expressed concern over Nodoka's inexperience and the volatility that stems from his emotionally driven nature. This emotional vulnerability has proven to be a weakness in combat, as he can lose to opponents when overwhelmed by his feelings.

Within the story, Nodoka acts as a powerful fighter for the ninja side and a close companion to Shinoha Tanaka. His development revolves around learning to control his emotions and come to terms with his past, gradually moving from an abused, isolated child to a more stable and capable ninja who finds belonging among the Eight Capital Ninjas.
