Despite a laid-back, carefree demeanor often displayed while tinkering with plastic models at his desk, Kiyomizu is a competent supervisor who places significant trust in his subordinates, particularly Haru Kato. He delegates responsibilities without micromanagement, such as assigning Haru to provide backup for security operations.

Kiyomizu previously served in Investigation Division 1. He and veteran detective Chosuke Nakamoto were transferred to the Task Force after failing to resolve the murder case of Sayuri Kambe, which was closed due to external pressures, becoming a lingering professional setback. Following Nakamoto's death during an investigation into the Kambe family conspiracy, Kiyomizu shifts from his typically passive style. He actively coordinates the task force's pursuit of the killer, leveraging his authority to support Haru's investigation and collaborating with Division 1. Demonstrating resourcefulness, he identifies and utilizes a hidden transmitter planted by Nakamoto to track the primary antagonist.

He maintains a respectful and trusting relationship with Haru Kato, consistently assigning him critical tasks and backing his investigative actions. His interactions with Nakamoto revealed a longstanding professional partnership marked by mutual concern, as Kiyomizu had previously cautioned Nakamoto about his obsession with the Kambe case.
