Description
Commander Joseph Walsh serves as the commanding officer of the Galaxy Rangers and the head of the Bureau of Extra-Terrestrial Affairs, known as B.E.T.A., which is located at Beta Mountain. He was instrumental in the creation of the Series 5 Ranger team, which he regards as his own project. His personal history is deeply tied to a prior failed military program, the Supertrooper Project, which he oversaw alongside Dr. Owen Negata. This project resulted in only one intact and sane survivor, the ranger Shane Gooseman.

Physically, Walsh is a human male with brown hair that shows grey at the temples and brown eyes, and he is assumed to be in his late forties. His personality is multifaceted and somewhat controversial. While he is a figure of authority, he has been known to bend official rules and regulations for the sake of his team. This is particularly evident when dealing with the Council of Leaders of the World Federation, represented by individuals like Senator Wheiner, whose proposals Walsh sometimes counters. He demonstrates a willingness to support his Rangers even when it conflicts with political pressures, as shown when he stands by them in the face of criticism from Senator Wheiner, asserting that humanity needs all the help it can get. His role in the story is primarily that of a commander and protector, giving orders from Beta Mountain while also providing support and, when necessary, defying higher authorities to safeguard his team, such as when he confined Zachary Foxx for his own safety to prevent a suicidal mission.
