Matsuri Makabe is a supporting character in CITY The Animation. She is the younger sister of Tatewaku Makabe and the daughter of Tsurubishi Makabe, who runs a Western restaurant. Matsuri is a second-year student at CITY South Junior High School. She has medium-length black hair with blunt bangs and pink eyes, and is of average height for her age.

Within the Makabe family, Matsuri is considered the most normal member, as she lacks any immediately apparent quirks that define her father and brother. However, she has inherited her father's ruthless sense of humor and his tendency to break into laughing fits. She gets along well with her family and spends most of her free time with her best friend, Eri Amakazari, whom she calls Ecchan. Together, they jokingly refer to themselves as the Going-Home Club Champions, sharing a deadpan humor and a wild imagination. Matsuri enjoys interesting and fun activities, often goofing around with Ecchan, but beneath that she is a kind and caring friend.

Her role in the story is to provide a grounded counterpart to the more eccentric members of the Makabe household and to highlight her close friendship with Ecchan. Matsuri does not have any notable special abilities; she is an ordinary middle school student navigating daily life alongside the city's unusual inhabitants. Her character does not undergo significant development across the series, remaining a consistently cheerful and relatable presence.
