Description
Koji Sametani is a police detective who appears in the twenty-eighth Detective Conan film, One-eyed Flashback. He was formerly a colleague of Kogoro Mouri during their time together at the Tokyo Metropolitan Police Department, and the two remained close friends even after Kogoro left the force. Sametani is a tall man with unkempt hair, thick eyebrows, and a perpetual stubble, giving him a relaxed and somewhat disheveled appearance. Despite his casual demeanor and lack of concern for personal grooming, he is a sharp and capable investigator. His official posting is in the Criminal Affairs Division’s Reform Preparation Office, a department that appears to be a quiet corner of the police bureaucracy, but this assignment is actually a cover. In truth, Sametani works as a hidden operative for the Public Security Bureau, operating under the direction of Rei Furuya.

Sametani’s personality is charismatic and laid-back. He is well liked by his peers, and his messy office reflects his easygoing attitude toward rules and order. He maintains a close bond with Kogoro, whom he affectionately nicknames “Wani” – a term derived from the fact that Sametani hails from Tottori Prefecture, where the local dialect uses “wani” to mean “shark.” Kogoro calls him by this nickname throughout the story, a sign of their deep friendship. Sametani is also in a serious relationship; after his death it is revealed that he had been planning to propose to his girlfriend.

His motivation in the film is driven by his role as a hidden PSB agent. He is tasked with investigating an incident ten months prior in which Nagano Prefectural Police Inspector Kansuke Yamato was shot in the eye and caught in an avalanche while pursuing a suspect. Sametani’s investigation leads him to uncover a link between that event and a broader conspiracy involving the theft of classified satellite intelligence and the blackmail of the Japanese government over a proposed reform of the criminal plea‑bargaining system. He contacts Kogoro because he knows that Kogoro is acquainted with Yamato, and he hopes to gather more information about the avalanche incident. Before he can share his findings, Sametani is assassinated by a fellow hidden PSB agent, Atsunobu Hayashi, who is the mastermind behind the conspiracy. Sametani’s death becomes the catalyst for the entire plot, spurring Kogoro, Conan, the Nagano police, and the PSB to pursue the truth.

Sametani’s key relationship is with Kogoro Mouri, his former partner and close friend. Their bond is strong; Kogoro is visibly shaken by Sametani’s murder and vows to solve the case for his friend. Sametani also has a respectful working relationship with his superior Inspector Suga, and his colleagues regard him fondly. His undercover connection to Rei Furuya and the PSB places him at the center of the film’s political and security dimensions.

In terms of development, Sametani appears only briefly in the story – he is killed early in the film – but his presence drives the narrative forward. His character is fleshed out through flashbacks, his phone call with Kogoro, and the subsequent investigation of his death.
