Natalia Luxembourg is a Britannian noblewoman and the only daughter and heiress of the Luxembourg family. Due to their close ties with Princess Sherry me Britannia, the Luxembourg family relocated to the Hokkaido Block and later became aides after Sherry married Jugo Sumeragi. Natalia herself was a close friend of the princess. While still in her teens, she was forced to assume leadership of her household in place of her ailing father, demonstrating notable administrative talent from a young age. She serves the Neo-Britannian Empire as one of the central figures in its administration; Christoph Scissorman later describes her as a central figure in the administrative sphere of the empire. Natalia is a kind-hearted woman who opposes discrimination, as shown by her petition to create a special zone for Japanese citizens within Hokkaido. During a tour by the young Emperor Callis al Britannia, she protected him from an assassination attempt, an act that caused the emperor to grow deeply attached to her. She is an old acquaintance of Sakuya Sumeragi, Sherry's daughter, and is one of the very few people who know that Rozé is actually Sakuya in disguise. To aid Sakuya, she offers a café as a hideout and provides inside information about Neo-Britannia. She balances her official duties with secret resistance activities, gathering government intelligence and passing it to Sakuya. Her motivations are rooted in loyalty to her former friend Sherry and a genuine desire to help Sakuya and the oppressed Japanese people. Throughout the story, Natalia remains a steady behind-the-scenes supporter, using her position to assist the protagonists while maintaining her cover within the empire. She does not possess any Geass or supernatural powers; her notable abilities are her administrative skill, bravery, and resourcefulness in covert operations.
