Callis al Britannia is the 100th Emperor of the Neo Britannian Empire, a young boy who serves as a tragic figurehead in Code Geass: Rozé of the Recapture. He originally held the position of the 108th Prince of the Holy Britannian royal family, placing him at the very bottom of the line for succession. His rise to the throne was not a result of political power or birthright, but rather a calculated move by the true power behind the empire, Noland von Lüneberg, who selected Callis to act as a puppet ruler for the newly established Neo Britannian regime.

In terms of appearance, Callis is a short, young boy with very pale blonde hair and striking purple eyes. His youthful features give him a gentle and fragile look, which contrasts sharply with the oppressive weight of the imperial crown he is forced to wear. He is typically seen in an oversized white cloak adorned with blue decals and the formal regalia of his office, including an impressive crown that emphasizes his youth and inexperience.

Callis possesses a personality that is notably soft and timid, remarkably different from the harsh and authoritarian nature typically associated with Britannian royalty. He is kind-hearted and does not exhibit the racist ideology common among his peers; he never refers to the Japanese people under his rule by the derogatory term Elevens, instead calling them by their proper name. Despite holding the title of emperor, he is acutely aware of his position as a powerless figurehead and harbors a deep, overwhelming fear of Noland von Lüneberg, the man who installed him and who holds the true authority. While he has a past fear of the Japanese people due to surviving an assassination attempt, he does not hate them, and his primary terror comes from his own advisor. His character is defined by this timidness and a naive, childlike nature that feels the weight of responsibilities far beyond his years.

The motivations of Callis are not rooted in conquest or power, but simply in survival and a desire for personal safety and affection. He does not seek to expand the empire or enact policies; his primary concerns are managing his own fear and maintaining the few close bonds he has. He is motivated by a need to please Noland to avoid punishment, and he longs for the comfort and safety provided by his caretaker, Natalia Luxembourg.

His role in the story is primarily that of a symbolic puppet ruler. He is the public face of the Neo Britannian occupation of the Hokkaido Block, which was seized from the United States of Japan. However, he holds no real decision-making power. His entire existence as emperor is a facade for Noland and the knights of Einberg to control the region and its people. Tragically, his role is short-lived, as he is a placeholder meant to be disposed of when a more strategically useful figure, such as Sakuya Sumeragi, becomes available for manipulation.

Regarding key relationships, his bond with Natalia Luxembourg is the most significant and affectionate in his life. She saved him from an assassination attempt by Japanese nationalists, and he came to see her as a motherly figure, growing deeply attached to her. They share quiet conversations, and he once expressed a desire to have a cafe in the palace after listening to her talk about visiting one. In stark contrast, his relationship with Noland von Lüneberg is one of absolute control and profound terror. Noland raised Callis to be emperor, but this upbringing was a form of manipulation. Callis fears Noland more than anyone, including the assassins who once tried to kill him, an instinct that proves tragically justified.

The development of Callis is cut tragically short. His arc does not involve growth or a fight for agency, but rather a descent into fatal vulnerability. He begins as a frightened, hidden prince who is suddenly thrust onto a throne. He exists in a state of anxious stasis, controlled and fearful, with his only moments of peace coming from his interactions with Natalia. His story concludes abruptly with his assassination. In the third episode, he suddenly collapses and dies after coughing up blood, the victim of poison delivered by a mosquito-sized robot drone. It is heavily implied that Norland himself orchestrated the assassination to make way for a new puppet empress, Sakuya Sumeragi, whose identity as the former ruler's daughter could be used to control the resistance. His death at the age of ten represents the ultimate expression of his powerlessness, as he is discarded the moment he outlives his usefulness.

In terms of notable abilities, Callis lacks any special combat skills, strategic genius, or Geass powers. He does not pilot a Knightmare Frame and holds no authority over the military. His only ability, if it can be called one, is his symbolic value as a figurehead. His gentleness and lack of discrimination are character traits rather than active skills. His narrative purpose is not defined by what he can do, but by what is done to him, highlighting the cruel and manipulative nature of the Neo Britannian political structure.
