Kasumigaseki Fargo, also known as the Dancing Eagle, is a rival character in the Duel Masters WIN series, playing a significant role as an antagonist in Duel Masters Win: Duel Wars. He is a member of D4, an elite group of duelists at the Maihama Academy, alongside Prince Kaiser, Bowie Obochiyama, and Issa Mogamigawa.

Fargo is a youthful individual with a distinctive appearance. He sports a pompadour hairstyle that is shaped reminiscent of a golf putter head and wears gray spectacles that shield his dark eyes. His attire typically consists of a brown shirt under a light green jacket with a light blue necktie, paired with shorts and orange footwear. He is rarely seen without a golf club, reflecting his deep connection to the sport.

Personality-wise, Fargo is characterized by his arrogance and petty nature. He is described as a mean-spirited bully who takes great delight in antagonizing Win Kirifuda and his friends. His disdain for Win is a central driving force behind many of his actions, often leading him to act out of spite. For example, he commits vandalism against Win's haunted house attraction simply because he lost a duel to Win previously. His preferred exclamation is "Four!", a warning shout used in golf, and his distinct laugh is a stuttering "Fa-f-f-f-f-f!". His name itself is a play on the Japanese pronunciation of "golfer".

Despite his generally antagonistic demeanor, Fargo has occasionally displayed a helpful side, suggesting a more complex character. On one occasion, he used his exceptional golf ball control to assist an elderly woman who was having trouble crossing the street, indicating he is not without a sense of kindness. This physical prowess extends beyond golf, as he is a skilled athlete capable of swimming while fully clothed and is also seen playing tennis.

In Duel Masters Win: Duel Wars, Fargo's role evolves into that of the main antagonist during the first half of the season. His hatred for Win Kirifuda intensifies after a humiliating defeat, leading him to abuse his position in an attempt to disband Win's club. He tries to sabotage their cultural festival booth through various underhanded methods, ultimately summoning real yokai that cause a mob to destroy the attraction. He is also a cheater; during a crucial duel, he ordered one of his cheerleaders to spy on Win's hand and report back to him via a hidden microphone.

Key relationships define Fargo's trajectory. He is a direct rival to Issa Mogamigawa. His primary animosity, however, is reserved for the protagonist, Win Kirifuda. He also clashes with fellow D4 member Karen, who reminds him of his diminished status after his failures, further humiliating him. His relationship with his own group is strained; after his cheating is exposed, Prince Kaiser is implied to hold this transgression against Fargo for tarnishing D4's reputation, leading to his teammates distancing themselves from him.

Throughout the series, Fargo undergoes significant development, primarily as a villain whose schemes repeatedly fail. His initial confidence gives way to desperation as he suffers defeats, including a significant loss to Bowie Obochiyama, who considers the match a personal revenge. Later in the story, Fargo becomes a victim himself when a strange, one-horned creature senses his negative energy and brainwashes him into attacking Win's club, an incident he has no memory of afterward.

As a duelist, Fargo primarily uses a Nature Civilization deck, though some sources also list him as using both Water and Nature. His strategy is based on tamaseeds, with his signature cards being Orbimaker Par 100, Tenth Dragon and Captain Golfantasista. His official record includes a total of five duels, with one win and three losses, and one duel that was interrupted. His only recorded win is against a duelist named Kendra, and his notable losses are to Win Kirifuda and Bowie Obochiyama.
