Description
Noriyuki Takatsu is a supporting character in the anime Tohai: Ura Rate Mahjong Tohai Roku, set within the brutal world of underground high-stakes mahjong gambling. He is the boss of the Takatsu syndicate, a group operating under the powerful yakuza organization known as Sakurinkai, which holds significant influence in the Kanto region. He is in his early forties and leads an elite underground mahjong team called Ichigun.

Takatsu presents a calm and composed exterior, often appearing sensible and measured in his interactions. This composed demeanor conceals a fierce and ruthless interior. He is capable of extreme cruelty and does not hesitate to orchestrate deadly betrayals or resort to violence when it serves his purposes. His motivations are rooted in maintaining and expanding his power within the yakuza hierarchy, using mahjong as both a tool and a battlefield for his ambitions.

Within the story, Takatsu plays a significant role as a figure who recognizes the talent of the protagonist, Kei, known as the Ice K. He develops a complex relationship with Kei that blurs the line between mentor and exploiter, initially supporting him while ultimately using him for his own ends. He also leads the Ichigun team into deadly, high-stakes tournaments and is involved in hosting a life-or-death game of Russian roulette mahjong.

Beyond his role in the main story, Takatsu is the protagonist of the spin-off work Mahouden Nue, which explores his background further. While he can display a warm side to those he is familiar with, his defining traits are his strategic mind, his calm yet ruthless nature, and his ability to navigate the treacherous world of yakuza politics and underground gambling.
