Description
Bell is the central antagonist of the story, initially presented as a mysterious villain. Her true identity is that of the guardian angel of the town's clock tower, a spiritual entity created to watch over and protect the city and its inhabitants. She possesses the power to amplify the negative emotions within people's hearts and summon creatures called Shadows to do her bidding.

Bell’s personality is defined by a deep, sorrowful despair that has curdled into a bitter and furious sense of resolve. She is not motivated by malice or a desire for power, but by a profound disappointment in humanity. Having observed the town for what feels like an eternity, she has witnessed a long, slow decline in the people she was meant to protect. In her view, humans have become selfish, short-sighted, and unwilling to live in harmony with the world around them. They know their actions lead to disaster but make excuses, believing change is too difficult. This perceived hypocrisy and apathy have driven her to despair, transforming her from a gentle guardian into a冷酷 executioner who believes that the only way to save the town is to save it from the people living in it.

Her core motivation is a well-intentioned but extreme form of environmentalism born from a terrible knowledge. Bell has seen the future, a not-so-distant time when humanity's destructive actions, particularly contributing to climate change, will cause the town to be abandoned and destroyed. Convinced that people will not change on their own, she decides to take drastic action. Her plan is to forcibly "neutralize" the citizens by turning them into Shadows, thereby eliminating their ability to further harm the environment. She believes that by sacrificing the people, she can preserve the physical town itself, not understanding that a town without people is just an empty shell.

In the story, Bell serves as the primary force of conflict, directly opposing the Precures. She is the source of the Shadows that terrorize the city, and her actions force the adult heroes to once again take up their roles as legendary warriors. Her role is not just as a physical threat but as a philosophical one, challenging the Precures' core belief in hope and the inherent goodness of humanity. The climax of her role involves a desperate battle where her own despair causes the Shadows to spiral out of her control, merging into a colossal, mindless monster that threatens to consume everything.

Bell’s key relationships are primarily with the main characters, whom she sees as naive obstacles. Her development arc culminates in a heel-face turn. After being saved from the rampaging Shadow by Nozomi Yumehara, the lead Cure, Bell is confronted with the unwavering hope and determination of the heroes. Nozomi's refusal to give up on the future and her gratitude for Bell's warnings about the future move the guardian angel's heart. This allows her to see that there might be hope for humanity after all, leading to her redemption. Her development is tied to the theme of the series, which is that while adulthood brings complex problems and despair, maintaining hope and fighting for a better future is always worthwhile.

Bell’s most notable abilities include generating and controlling the Shadows, which are physical manifestations of human negativity and excuses. She can also travel through time, as she came from a future where the town was destroyed to prevent that timeline from occurring. Her powers are directly linked to her emotional state; her despair fuels the Shadows, and when her emotions spiral out of control, so too does her power, creating monsters even she cannot command.
