Kyōko Jōnouchi, often referred to by the nickname Okyo, is a supporting character in the cyberpunk OVA series Cyber City Oedo 808. She works as a secretary within the Mobile Criminal Division of the Oedo Cyber Police, under the command of Chief Juzo Hasegawa. Her full name is 城之内京子 (Jōnouchi Kyōko), she is 21 years old, and stands 165 centimeters tall. After graduating from the police academy, she originally requested assignment to the traffic division, but was instead placed in the secretarial section of the Mobile Criminal Division, where she provides administrative and operational backup for the three convicts-turned-officers: Sengoku, Gogul, and Benten.

As a character, Kyōko is portrayed as a competent and professional police officer who represents the perspective of standard law enforcement within the series.
