Description
Leon Lowe is a Singaporean criminal behavior psychologist, former police officer, and businessman who serves as the primary antagonist in *Detective Conan: The Fist of Blue Sapphire*. He acts as the guardian of the titular "Fist of Blue Sapphire" jewel, the prize for a Singapore martial arts tournament.

His background reveals a calculated ambition to dominate Singapore's economic and architectural landscape. Five years prior to the film's events, he conceived a plan to recreate Marina Bay under his control. When Zhon Han Chen rejected his proposal, Leon resolved to destroy the existing Marina Bay by crashing a cruise ship into it, intending to rebuild from the devastation. This plan involved framing Japanese shipping executive Reijiro Nakatomi for associated crimes and later manipulating him into becoming an accomplice.

Leon's criminal activities escalate upon learning a Japanese photographer discovered the sapphire in a shipwreck. To secure the jewel, he murders the photographer, later revealed to be the father of his student, Rishi Ramanathan, and again frames Nakatomi for the crime. When associate Sherilyn Tan attempts to expose his schemes, Leon orchestrates her murder. He forces his secretary, Rachel Cheung, to impersonate Sherilyn temporarily, stages Rachel's apparent poisoning while placing Sherilyn's actual corpse at the scene, and later murders Rachel when she plans to confess, framing Kaito Kid for both deaths.

Leon exhibits extreme ruthlessness, attempting to drown Kaito Kid by flooding a secure vault during a theft. He psychologically manipulates karate champion Makoto Kyogoku by staging an attack on Makoto's girlfriend, Sonoko Suzuki, leading to a car accident. Leon exploits this incident to "train" Makoto, falsely claiming his strength causes suffering to others, all to ensure his bodyguard wins the tournament and secures the sapphire.

His final plan involves bombing Marina Bay Sands and triggering a ship collision to devastate the city for his envisioned rebuild, showing no regard for civilian casualties. This plan is thwarted when Rishi Ramanathan attempts to avenge his father's murder, leading to Leon's arrest by Singaporean police alongside his accomplices.

Evidence indicates Leon possesses no mitigating factors or redeeming qualities. He eliminates associates who threaten his plans, including his own minions, and maintains toxic, instrumental relationships. His motivations are driven entirely by greed and a desire for absolute control, with no remorse.
