Description
The character known as Devastor in the Japanese version of the anime Transformers: Armada is called Scavenger in the English dub. He is an Autobot who initially infiltrates the Decepticon ranks by posing as a mercenary. His background reveals that he was once a strict instructor at Cybertron's top military academy, where he trained a young and now-legendary Optimus Prime alongside another soldier named Landmine. This experience as a taskmaster shaped his entire worldview, as he sets a very high bar for performance and despises cockiness, valuing only true, proven skill.

Devastor possesses a complex personality that blends dry professionalism with a mocking sense of humor. When he first appears, he is hired by Megatron as a bounty hunter to hunt for Mini-Cons, a job he takes after observing the sorry state of Megatron's forces. His attitude is notably lacking in fear or respect for the Decepticon leader, which intimidates the other Decepticons and immediately earns the hatred of the egotistical Starscream. He mocks the Decepticons for their incompetence, yet he performs his duties as a spy so well that even Megatron is fooled, noting Scavenger's legacy of service. Despite this deep cover, he is prone to bouts of laziness, showing that his harsh training philosophy is balanced by a personal desire for rest when off-duty.

His primary motivation stems from his dedication to the Autobot cause and his belief in hard work. While he pretends to serve Megatron for profit, his true role is that of an Autobot spy working directly for Optimus Prime. He views the young and cocksure Hot Shot as a problem that needs fixing, specifically because Hot Shot has become arrogant after obtaining the powerful Star Saber sword. Devastor believes that this arrogance can be beaten out of the youth through rigorous training, mirroring the methods he used to train Optimus Prime.

Regarding his role in the story, Devastor serves as a mentor figure and a turncoat. He debuts by soundly defeating Hot Shot in combat to humble him, despite suffering a serious wound during the fight. He continues to serve Megatron as a double agent, at one point even handing over a crucial component of the Skyboom shield to maintain his cover, before abruptly turning on the Decepticons to aid Optimus Prime. It is at this point that he reveals his past as Prime's teacher, solidifying his role as a hard-edged but effective ally.

Key relationships define his character arc. His relationship with Optimus Prime is rooted in shared history; Prime trusts him enough to embed him as a spy. His dynamic with Hot Shot is that of a harsh drill instructor trying to mold raw talent into disciplined skill, believing that the younger bot’s potential is being wasted by arrogance. On the enemy side, he shares a contemptuous relationship with Starscream, who hates him, and a mutually wary relationship with Megatron, who respects his skills but is ultimately betrayed by him.

In terms of development, Devastor does not undergo a significant personality shift, but rather a revelation of his true allegiance. He remains consistent in his beliefs about hard work and skill from beginning to end. His development is less about changing who he is and more about the other characters discovering his true, honorable nature as a dedicated Autobot soldier and former instructor.

Notable abilities for Devastor include his high-level combat skills, which allow him to defeat the empowered Hot Shot with relative ease. He transforms into a green and purple bulldozer, a color scheme that is a deliberate homage to the Generation 1 Constructicons. In his Cybertronian robot mode, he wields a rifle that is drawn to resemble the head of the original Devastator, further cementing the visual reference. Beyond physical combat, his most significant ability is his skill in deception and infiltration, maintaining a false identity as a Decept-aligned mercenary for an extended period without raising suspicion.
