Description
The King of Aquafa rules a nation conquered by the neighboring Empire of Zol after a devastating war. Publicly, he acts as a collaborator, having surrendered most of Aquafa's territory to maintain an uneasy truce. Privately, he commands the Aquafan resistance against the Zolian occupation.
He masterminds a secret biological warfare campaign using the deadly Black Wolf Fever (mittsual), a disease historically carried by wolves from Aquafa's unconquered Fire Horse Territory. Believing the plague selectively targets only Zolians as divine punishment, he deems it the perfect weapon. He orchestrates wolf attacks, including one on a Zol salt mine and another on a falconry expedition that infects the Zolian viceroy Utalu, to reignite the pandemic and destabilize Zol's control.
His strategy involves collaborating with General Ohfan of the Fire Horse tribe to release infected wolves. He aims to provoke a decisive battle where the plague would devastate Zol's forces and leadership, including the visiting Emperor. To protect this plan, he orders the elimination of Van, an enslaved Aquafan war hero who survived a wolf bite and whose blood potentially holds antibodies for a cure.
