Chief McLaw, known in original Japanese sources as Chief Nakamura, is the head of Metro City's police force. He is a short, stout Japanese man in his forties or fifties, completely bald with a small mustache that curls at either end. He almost always wears his police uniform and cap.

In terms of personality, Chief McLaw is timid and soft-spoken, particularly when contrasted with his more hot-headed subordinate, Inspector Tawashi. He serves as the rational and level-headed half of their investigative duo, rarely jumping to conclusions. Despite his gentle nature, he is committed to justice and is a reliable ally to the hero Astro Boy. As the superior officer, he has the ability to gently correct or tease Tawashi without triggering the inspector's famous temper, though he often struggles to get a word in during Tawashi's more impassioned rants.

Chief McLaw’s primary motivation is the pursuit of justice and the maintenance of order in Metro City. In his role, he works alongside Inspector Tawashi, often serving as his companion in the field. He shares a professional and friendly workspace with Tawashi, acting as a voice of reason and a steadying influence. Regarding his development and appearances, Chief McLaw appears primarily in the original Astro Boy manga and the 1963 and 1980 anime adaptations. His role is consistently that of a supporting character in the police force. He does not possess any superhuman or robotic abilities, relying instead on his rational mind, his authority as chief, and his experience as a law enforcement officer.
