Description
Mimihei Jigoku is an informant who works closely with Inspector Daizo Shiba in the Special Investigation Unit of the Tokyo Metropolitan Police. He provides Shiba with tips and intelligence on the movements of known criminals and the activities of the criminal organization BAD. His role is that of a street-level source who moves through the city gathering information, offering leads that often point the team toward the next case. He serves as the comic relief for much of the series, bringing a lighter, more eccentric presence to the otherwise serious police procedural.

His personality is characterized by a sly, streetwise demeanor. He is shrewd and resourceful when it comes to obtaining information, but he is also prone to exaggeration and self-preservation. He operates on a transactional basis, selling his knowledge rather than acting out of pure altruism. This places him in a gray area, neither fully aligned with the heroes nor antagonistic.

In terms of relationships, his primary contact is Inspector Daizo Shiba, with whom he has a long-standing, somewhat informal partnership. He also interacts occasionally with the detective K and other members of the unit, but his bond is strongest with Shiba. There is no indication of significant character development over the course of the series; he remains a consistent supporting figure, appearing when the plot needs a lead or a moment of levity.

His notable ability is his talent for gathering information through underworld contacts and his knowledge of the city’s criminal networks. He does not possess special combat or physical skills. His value lies entirely in his intelligence network and his ability to read situations and people.
