Hoō Ban, also known as Housen Ban, holds an executive position within the Koga ninja clan and is the father of Suzaku Ban. He possesses a tall frame, short brown hair, and two distinctive long fringes resembling horns. His attire consistently features an expensive black three-piece suit, white shirt, and red tie, projecting a formal, business-oriented image.

As a Koga executive, Hoō Ban relentlessly pursues the future prosperity of Koga village, employing ruthless tactics that include illegally pressuring and acquiring rival ninja companies through corporate takeovers. This cutthroat professionalism contrasts with his concern for his son Suzaku, particularly after a prior Koga leader's death. He repeatedly urges Suzaku to suppress his emotions and control his bloodlust. Hoō Ban expresses clear shock upon discovering Suzaku's attempts to assassinate Ittoki Sakuraba.

A distinct sense of honor sets Hoō Ban apart from other Koga members, including his son. He openly opposes the Koga clan's planned war against the Iga clan, declaring it strategically pointless and warning it would cause unnecessary bloodshed. This stance leads to his execution by Koga leader Kido Minobe, who charges him with cowardice. Hoō Ban's death occurs while he advocates against the conflict, concluding his narrative arc.
