Description
Shione Kozuki is a detective in the National Security Ninjutsu Countermeasure Division, known as "Annin," a government agency regulating ninja clans and investigating ninjutsu-related incidents. Her work focuses on maintaining oversight and resolving conflicts between ninja factions.

She pursues justice relentlessly during investigations. Early on, Shione takes charge of surveilling Tokisada Kaga, a high-ranking Iga ninja, but struggles to track him due to his advanced evasion skills. Tokisada deliberately reveals her presence to security during one operation, thwarting her pursuit. Undeterred, she continues monitoring him.

Her investigation leads her to a covert facility where she witnesses scientific experimentation involving biological remains linked to Koga clan leadership. Tokisada ensures she makes this discovery before confronting her directly. Though surprised by his cooperation, Shione accepts the information he provides; this evidence proves crucial to her casework on Koga activities.

Shione reports her findings about Koga's experimental technology and their plans to attack the Iga clan to her superior, Hayato Goshogawara. She proposes deepening the Koga investigation, but her recommendation is initially redirected towards continued focus on Tokisada. Following Hayato's departure on a solo mission, Shione steps into command as captain of the 1st Unit, marking her advancement within Annin.

Amid escalating conflict between the Iga and Koga clans, Shione collaborates with Ittoki Sakuraba to gather evidence against Koga leader Kidou Minobe. She receives and secures covertly transmitted footage documenting Kidou's criminal directives, which becomes instrumental for Annin's intervention. After Tokisada kills Kidou, Shione coordinates the official response, declaring Tokisada a fugitive.

Years after the conflict resolves, Shione maintains a working relationship with the reconciled clans but confirms no contact with Tokisada since he became a wanted fugitive. She describes her current role as strictly focused on professional duties within Annin's framework.
