Colonel Itsuki Ootomo commanded the Field Intelligence Corp within the Joint Task Force's 15th unit of the National Defense Forces. His duties centered on site infiltration, electronic warfare, and intelligence operations. Taller than average with a slender, muscular build, he had dark irises, a low-cut fade haircut, and two prosthetic arms. While severe during missions, he was fundamentally upright. His highest priority was the safety of his wife, Rin Otomo, and their unborn child, yet he remained dedicated to his work, approaching it with cleverness, ambition, and thoughtfulness.
Ootomo regularly sparred with his close friend Teppei Sugo. Though Sugo initially held the advantage in combat, Ootomo surpassed him using a training bot programmed with updated fighting techniques. Possessing prior knowledge of Operation Foot Stamp, including confidential details about its secret location, Ootomo anticipated its fatal outcome and subtly warned Sugo. Deployed outside Japan on a military strike to test a bio-weapon against the enemy, Ootomo went missing during the operation. The deployment resulted in the annihilation of the entire ground troop contingent by poison nerve gas, confirming his death.
Ootomo shared a relationship of mutual love and respect with Rin Otomo and took pride in her clear Psycho-Pass. Following his disappearance and death, Rin suffered a miscarriage. Ootomo had entrusted Sugo with the knowledge of Rin's pregnancy and prepared for his own potential demise by continually updating the sparring robot to ensure Sugo always had a training partner. He left Sugo a critical clue: confidential data hidden inside the cap of a brandy bottle in his locker, indicating his expectation that Sugo would uncover the truth or pursue justice.
Posthumously, Ootomo's legacy involved an act of vengeance. Having anticipated the operation's true nature, he encoded his memories into an android designed for retaliation. This android, disguised by a hologram of Ootomo's appearance, carried out terrorist acts attributed to him until halted by Bureau forces. Rin Otomo, discovering the military's cover-up of Ootomo's death and the bio-weapon deployment, attempted to assassinate the responsible commanding officers but was killed in the confrontation. Those commanders were later marked by the Bureau for high Psycho-Pass readings and terminated. Ootomo's operational code name was Oscar 1; his identification number was 00475-ADFA-08277-1.
