Takeya Kukuri, a five-year-old boy born to latent criminal Momoka Kukuri in the Special Administrative Ward Sanctuary, endured early tragedy when his mother—a potential whistleblower on Sanctuary’s illegal activities—was murdered by supervisory staff member Koji Noto. Izumi Yasaka, a Sanctuary psychological counselor, assumed guardianship under Civil Law Article 838, Paragraph 1, becoming Takeya’s foster mother and forging a profound maternal bond with him.
In February 2117, Takeya vanished with Yasaka as she fled Sanctuary to protect him from its experimental brainwashing drug program, designed to eradicate independent thought in latent criminals via "Collective Thinking." Yasaka sabotaged the plan by injecting herself with the drug meant for Takeya, sacrificing her mental stability to spare him. The pair evaded capture by hiding in a cemetery mausoleum, where Takeya’s safety became Yasaka’s sole focus.
Initially rendered inert by Takeya’s trauma, his memory chip later activated, exposing Sanctuary’s covert operations. During the investigation, Enforcer Nobuchika Ginoza stabilized Takeya’s emotional state by recounting tales of Shinya Kogami’s resilience, easing the boy’s stress and restoring the chip’s functionality. The recovered data revealed Sanctuary’s illegal radioactive waste disposal and inmate exploitation, precipitating its shutdown.
Takeya’s father, pharmaceutical researcher Ataru Takeda, aided their initial escape by supplying a pre-programmed vehicle but was assassinated by agents of Sibyl-linked official Akira Karasuma to silence his knowledge of Sanctuary’s crimes. Post-Sanctuary, Takeya entered a Child Care Institution as Yasaka pursued custody post-recovery.
Quiet and shy yet unyielding, Takeya bore his trauma without protest. His bond with Yasaka and the sacrifices of allies positioned him as a pivotal figure in dismantling systemic corruption, while his trust in Ginoza underscored narratives of resilience and emotional restoration.
