Minatoya orchestrated Operation Foot Stamp, a military strike against SEAUn rebels. During this operation, he authorized the deployment of a classified nano-based VX nerve agent, disguised as emergency supplies. This action resulted in the deaths of the entire ground squad, including pilot Itsuki Otomo, whose drone was downed. Minatoya subsequently participated in covering up the mission's true nature and the illegal bioweapon deployment.
Three months later, after a drone attack on the Ministry of Defense, Minatoya initially allowed former squad member Teppei Sugo to assist PSB inspectors Risa Aoyanagi and Tomomi Masaoka. Seeking retribution, she infiltrated the National Defense Forces base and assassinated Minatoya. His death occurred shortly after the cover-up unraveled and before he could face legal consequences for authorizing the operation.
