Karasuma plays a central role in establishing the Special Ward Sanctuary, operated by the Environment Bureau within the Ministry of Economy, Trade and Industry. Aware of illegal activities within Sanctuary, Karasuma deliberately covers up these crimes, justifying his pragmatic actions as necessary for society's greater good and systemic stability. This philosophy extends to eliminating threats to the project's secrecy; in February 2117, he orchestrates the assassination of Ataru Takeda upon discovering Takeda planned to expose Sanctuary's corruption. Takeda was the father of Takeya Kukuri, and his elimination silenced a potential whistleblower. A unique aspect of Karasuma's existence involves the Sibyl System occasionally inhabiting his android body, allowing the system real-time operation while maintaining a human guise and making Karasuma its physical vessel. Mika Shimotsuki of the Public Safety Bureau becomes the only person outside the system aware of Karasuma's nature as a vessel and the extraction of high-level radioactive waste fueling Sanctuary's crimes. Despite conflicted feelings about her faith in the system, Shimotsuki agrees to conceal the truth in exchange for ensuring the safety of Izumi Yasaka and Takeya Kukuri.
