Dr. Wheelo, also known as Dr. Uirō or Dr. Willow, is a scientist specializing in biotechnology and robotics. His ambition to dominate the world using modified humans ended when an ice encasement claimed his laboratory and physical body through frostbite. His assistant, Dr. Kochin, preserved his brain within a large mechanical body resembling a metal scorpion. This form features a prominent glass container housing his oversized brain, claws, a tail, and a single red eye positioned above a mouth structure.
In Super Dragon Ball Heroes, operating under the pseudonym "Dr. W," he allies with Fu and the Universe Creation Planners. As Dr. W, he adopts a nearly human-sized humanoid guise, referred to as his compact mechanical body. This form resembles an elderly man with white hair, a goatee, and a mustache, likely mirroring his original appearance. He wears a white lab coat over a purple vest and a device with a red lens over his right eye; his left eye is cybernetic and his left hand features a mechanical claw.
Dr. W's primary role involves gathering combat data to advance scientific goals. Confronting Xeno Goku and Xeno Vegeta in Hell, he analyzes their Super Saiyan 4 transformations. He uses a specialized device to absorb energy from their Kamehameha and Galick Gun attacks, later employing this data to empower a reborn Janemba. He collaborates with scientists including Dr. Gero, Dr. Myuu, and Dr. Lychee, contributing to shifts in historical events.
Later revealing his identity as Dr. Wheelo, he allies with Bojack and Super 17 to confront the Dragon Team. He battles Super Saiyan Gohan and Krillin, though Krillin persuades him that the Crimson-Masked Saiyan's "Project Zero Mortals" poses a greater threat to his ambitions, leading to his withdrawal. In the manga adaptation, he is defeated by Krillin and Hearts using a Gravity Cage-augmented attack.
Dr. Wheelo participates in the Super Space-Time Tournament as part of Team 5. During the second round on Planet Glass, he is surrounded by Glass Soldiers summoned by Vidro. In the manga, he fights Super Saiyan 4 Xeno Vegeta on Planet Namek but is overwhelmed, expressing frustration that Vegeta's power exceeds his data readings.
His personality combines arrogance, vengefulness, and analytical curiosity. He resents humanity for rejecting him and seeks acknowledgment as the greatest scientist. He treats others as tools, showing little concern for allies like Dr. Kochin, whom he discards once deemed useless. Despite his disdain, he acknowledges adversaries' strength, such as Master Roshi's martial prowess or Gohan's potential. When thwarted, he becomes volatile, exemplified by his attempt to destroy Earth after failing to acquire Goku's body.
His scorpion-like mechanical body grants flight without ki, energy-based attacks like the Photon Strike and Planet Geyser, and a barrier. His power level is detectable via ki sense, with documented readings of 39,000. The body withstands combined Kamehameha attacks from Goku, Krillin, and Roshi but is vulnerable to the Spirit Bomb.
In his humanoid Dr. W form, he wields a large double-bladed weapon attached to his right wrist, reminiscent of his mechanical claws. This form engages in direct combat, using energy slashes and displaying tactical prowess against opponents like Xeno Goku and Xeno Vegeta.
