Nakimoto Rizou holds a high-ranking position on Academy City's Board of Directors, placing him among the city's most influential figures. He manages Academy City's food production facilities, including farm buildings, and finances defensive forces guarding critical infrastructure. Due to significant security concerns, he operates almost exclusively from a specially modified subway train that remains in constant motion, never stopping at any station; the specific threats necessitating this precaution remain unidentified. His personality is stern and refined, favoring high-class tastes. He frequently uses food-related metaphors in conversation and openly prizes exceptional culinary offerings. Unconfirmed rumors persistently suggest he engages in cannibalism. Nakimoto exhibits a pragmatic ruthlessness in maintaining control, financing and manipulating organizations within Academy City's Dark Side, such as the rogue Anti-Skill faction Disciplinary Action (DA). When DA's actions during an incident at Heaven Canceller's Hospital exceed acceptable limits, Nakimoto deems them a liability and dispatches the Scavengers to eliminate them. During the Nectar Arc, Nakimoto is involved with the luxury cruise ship Escoffier. He inquires about losses after a cancelled event and expresses hope for the mercenary group Full Course to successfully retrieve a critical "ingredient." His operations suffer devastating setbacks when Accelerator attacks both his mobile train and the Escoffier, causing financial losses later estimated at 60% of his organization's annual profits. Escaping the sinking ship via lifeboat, Nakimoto is intercepted by Accelerator, who delivers an ultimatum: reveal all information about his organization and surrender to Anti-Skill, or die immediately. Nakimoto complies, divulging details under duress. Following these events, Nakimoto loses his seat on the Board of Directors. He later provides Accelerator with information concerning the whereabouts of Musujime Awaki. His background before joining the Board and the origins of his authority remain largely undocumented. Subsequent appearances show him serving as a judge at a cooking contest, consistent with his established connection to culinary matters.
