Rizou Nakimoto holds a seat on Academy City's Board of Directors, placing him among its most powerful figures. His responsibilities encompass managing the city's food supply, overseeing farm buildings, and financing defensive forces protecting critical infrastructure, connecting him directly to the city's dark side operations and establishing him as a major antagonist. Middle-aged, Nakimoto displays visible wrinkles and facial lines. He wears his black hair in a ponytail, revealing a widow's peak, and sports a beard on his chin. His high status is reflected in his typical attire: a purple suit with a black tie and white cuffs. Nakimoto presents a stern, refined demeanor, often employing food-related metaphors in conversation and exhibiting an obsession with fine dining, praising those who provide exceptional meals. Underneath this sophistication lies extreme paranoia; his personal security relies on a perpetually moving, fully armed subway train. Rumors of cannibalism surround him, though his actual practice involves a more grotesque reality: flavoring food using liquid body crystal extracted from kidnapped esper children, facilitated by the group Full Course aboard his luxury cruise ship, the Escoffier. His pragmatic ruthlessness surfaces in his readiness to eliminate liabilities. After the militant group Disciplinary Action (DA) causes chaos at Heaven Canceller's Hospital, Nakimoto deems them a liability and dispatches the Scavengers to destroy them. During the Nectar Arc, he orders Full Course to capture esper Tobio Mami and extract "nectar" from Matsuri Himegi for his banquet. When Accelerator attacks his subway train and boards the Escoffier to rescue captives, Nakimoto initially dismisses the disruptions, focusing on the financial implications. Following the destruction of both his train and the Escoffier—equivalent to 60% of his annual profits—he escapes via lifeboat. Accelerator intercepts his armored convoy, tearing off its roof and delivering an ultimatum: surrender all organizational information to Anti-Skill or face immediate death. Nakimoto chooses cooperation. His downfall is confirmed subsequently. After the Nectar Arc, he loses his Board of Directors position. In the Tree Diagram Remnant Arc, he provides Accelerator with the location of Musujime Awaki, signaling his reduced influence. A later minor appearance places him as a judge at a cooking contest within the spin-off "Toaru Idol no Accelerator". He is also tangentially involved in the Honey Queen Arc. Throughout these events, an unnamed platinum-blonde secretary assists him, handling communications, reporting losses, and executing administrative tasks.
