Description
Otome Tohoten serves as the Prime Minister of Japan and leads the Party of Words, based in Chuohku District. Her ideology asserts that men inherently cause violence and conflict. This belief drove her to orchestrate a coup d'état using Hypnosis Microphones during the first year of the H Era, overthrowing the existing government. She established a female-centered society where military force was abolished and disputes were resolved through rap battles using Hypnosis Mics. Under her regime, men face significantly higher taxes, are barred from certain areas, and Chuohku is designated women-only except for authorized individuals.

Her traumatic upbringing shaped this resolve. Her father, Sairo Tohoten, was a corrupt, openly sexist politician who manipulated others for personal gain. He dismissed her opinions, arranged her marriage to Mikado Asuka for political advantage, and controlled her financially. Her mother, Otone Tohoten, displayed apathy toward societal issues, reinforcing traditional gender roles. Witnessing her father's unethical dealings and her mother's indifference to war and inequality culminated in Otome confronting her father about his corruption and her forced engagement, leading her to leave the family.

As Prime Minister, Otome organized the Division Rap Battle, a tournament where male MC groups represent divisions like Ikebukuro and Yokohama, battling for territorial control. She views these battles as tools to channel male aggression into non-violent competition while advancing nationwide order. Her leadership is calculating and pragmatic; she collaborates with morally ambiguous figures like Amayado Rei, creator of the Hypnosis Mic, despite distrusting him. This includes leveraging Rei's expertise to develop advanced "True Hypnosis Mics" capable of inducing comas or brainwashing, while acknowledging the risks of his autonomy.

Otome's personal life includes a strained relationship with her son, Dice Arisugawa of Shibuya Division. She sent him to live with the Arisugawa family early in her political career, resulting in his resentment and estrangement. Their interactions are marked by mutual hostility, with Dice openly insulting her during rare encounters, underscoring her prioritization of political goals over familial bonds.

Her character arc peaks when her plan to mass-brainwash Japan's population using the True Hypnosis Mics fails. She takes Rei's comatose wife hostage to force his cooperation but is outmaneuvered when he disables all Hypnosis Mics and reprograms clones to seize Chuohku. This defeat shatters her composure, culminating in her decision to step down from politics.

In appearance, Otome has long, dark blue hair styled in a hime cut and multicolored eyes. She typically wears a dark indigo capelet and trench coat with pink accents, a navy-blue skirt, and black kitten heels, projecting authority.
