Description
Mayor Oliver governs Fula City, presiding over the annual Wind Festival and its events, including the Pokémon Catch Race. He carries a profound secret inherited from a predecessor concerning the Mythical Pokémon Zeraora. Fifty years before the film's story, humans pursuing Zeraora triggered a catastrophic mountain forest fire. To shield Zeraora from further exploitation, the previous mayor concocted a tale of Zeraora perishing in the flames and cursing the mountain. Oliver faithfully upheld this deception throughout his tenure to protect the Pokémon.

He is father to Margo, a girl who finds the injured Zeraora in the forest and nurses it secretly. Oliver remains oblivious to Margo's direct connection to Zeraora until later developments. His paternal care surfaces in their interactions, though his dedication to guarding the city's secret initially forms a quiet barrier between them.

During the Wind Festival, Oliver performs ceremonial duties, presenting awards and overseeing the lighting of the Eternal Flame atop the city tower. This flame traditionally summons the Legendary Lugia to bestow the annual wind blessing. When the flame vanishes and the city confronts a dual crisis of toxic spores and a spreading forest fire, Oliver organizes the emergency response. He works alongside residents Harriet, Callahan, and Ash Ketchum to combat the threats engulfing Fula City.

His character reaches a turning point when Margo reveals her actions stemmed from protecting Zeraora.
