Description
Kurara Tendō, alias Buncho or the Sparrow Woman, commands the criminal syndicate Mōryō. She orchestrates the group's activities to threaten Sorasaki City's peace, employing mercenaries and subordinates to advance Mōryō's objectives. These operatives receive specially formulated jelly drinks that energize them during missions yet erase their memories upon failure, ensuring operational secrecy and preventing information leaks. A tiny pet bird constantly accompanies her, reinforcing her "Sparrow Woman" identity and symbolizing her connection to this alias.

Buncho operates shrouded in secrecy, cultivating an aura of mystery around her true motives and background. Her organization stands in direct opposition to Tsukikage, Sorasaki's protective intelligence agency. She manipulates key Mōryō figures like Theresia, deceiving her into believing Tsukikage abandoned her during a past kidnapping. This calculated deception secures loyalty and fuels the conflict between the two factions.

Her methods include exploiting intelligence from a mole within Tsukikage to sabotage its operations. Strategically, she focuses on gathering confidential data and eliminating opposition to further Mōryō's goals, serving as the primary antagonist driving the series' central conflict. Her story concludes with her demise, ending her leadership over Mōryō.
