Tempest appears solely in flashbacks as a legendary blader. He clashed with the hero Flame in a pivotal battle for control of their world, commanding the Mythic Beasts Berserker Behemoth, Gladiator Bahamoote, and Guardian Leviathan against Flame's Samurai Ifrit, Ronin Dragoon, and Berserker Byakko. His ambition to dominate the world drove actions that caused widespread devastation and threw the land into disarray, cementing his status as an antagonist. Physically, Tempest is tall and slim with long dark hair reaching his waist, typically clad in dark blue armor-like attire.

The battle's aftermath plunged the Mythic Beasts into a deep slumber, triggering natural disasters and the decline of BeyRaiderz battles. Tempest's ultimate fate is unknown; he may have perished during the conflict or entered a prolonged slumber like Flame. Before these events, he likely had a wife and established a family line. His descendants, Rachel and Jimmy Cruise, carry his legacy. Aware of his past misdeeds, they journey to locate BeyWarriors, restore hope to the world, and seek redemption for the suffering he caused. Ideologically, Tempest's quest for power threatened the world's balance, contrasting Flame's original role as protector. This conflict later evolved into a thematic struggle between freedom and order, reflected in Flame's corrupted resurrection as Kaiser Gray, who cites Tempest's abuse of freedom as justification for imposing control. Tempest remains the previous owner of the Mythic Beast Berserker Behemoth.
