His standard guard uniform features supervisor distinctions: extra gold sleeve trimming, gold chording on his hat, rectangular gold collar pins, a Building 13 red armband, and an ID badge pinned to his left chest.

His background includes achieving top guard training exam scores, building a reputation as a diligent deputy supervisor before promotion. He advanced to supervisor after apprehending Enki Gokuu, a former guard who murdered an inmate during a rampage, an act demonstrating Hajime’s courage and strength that solidified his status as Nanba’s strongest guard in generations. He maintains occasional contact with his younger brother, Hitoshi Sugoroku, during visits.

Personality-wise, Hajime exhibits sternness, irritability, and intimidation, prioritizing duties above all and stating willingness to kill if job demands require it. Subordinates admire his rise through hard work. During the tournament, he beats Jyugo into critical condition after the inmate’s supernatural shackles activate, requiring other guards’ intervention to halt the assault. This incident draws widespread disapproval from colleagues and inmates.

Hajime manages Cell 13’s antics, thwarting escape attempts by Jyugo and Tsukumo. He advises subordinates on exploiting inmate weaknesses and cheats during poker games to enforce obedience. Post-tournament, he facilitates a radio conversation between Jyugo and pyrokinetic inmate Musashi, criticizing Jyugo’s lack of ambition as "emptiness" devoid of greed. Later, he offers Jyugo support in locating "the Man with the Scar" responsible for the shackles.
