Description
Jatice Lowfan served as Execution Officer #11, codenamed "The Justice," within the Alzano Empire's Imperial Court Mage Corps. He possesses grey hair, black eyes shadowed by dark circles, a gaunt build, and a razor-sharp nose and chin, frequently wearing a smug expression. His attire is a classic notch suit, top hat, white shirt, and trousers.

During his Mage Corps tenure, Jatice routinely ignored orders, conducting unauthorized missions that inflicted heavy casualties. He justified these acts as necessary costs for justice or eliminating individuals he deemed "tainted by evil." Three years before the main events, Ferrod Berif, leader of the Researchers of Divine Wisdom, gave him a mysterious red key. This key unlocked classified Alzano Empire secrets, leading to Jatice's dismissal.

Expelled from the Corps, Jatice acquired and distributed Angel Dust, a drug transforming users into mindless, zombie-like entities under his command. Overdosing causes victims to physically deteriorate or fatally hemorrhage. His Angel Dust distribution directly caused Sara Silvers' death; she perished shielding Glenn Radars from controlled addicts during Jatice's apprehension mission.

In the present timeline, targeting Glenn as the sole obstacle to "true justice," Jatice orchestrated Glenn's elimination. He initially posed as Leos Kleitos' coachman, facilitated a marriage arrangement between Leos and Sistine Fibel, then betrayed and murdered Leos using Angel Dust. Jatice subsequently assumed Leos' identity to lure Glenn into confrontation.

Disguised as Leos, Jatice taunted Glenn by exposing his assassin past and secret identity. He defeated Glenn in combat using Tulpas—spirit-energy constructs immune to magic negation—and hand-to-hand techniques. He then coerced Sistine into marriage by threatening to expose Rumia Tingel's identity as Princess Ermianna and Re=L Rayford's artificial nature. Glenn interrupted the ceremony; Jatice abandoned his disguise for a final battle, revealing his motivation: obtaining the Akashic Records. He believed only a "true force for justice" could wield its power to "rule over the world's principles."

Jatice's abilities encompass military-grade magic proficiency, mastery of disguise magic, and enhanced speed, reflexes, and durability. His signature techniques include "Justia's Scales," predicting opponents' actions via brain signals and chemical reactions using numerical data, and summoning Tulpas that attack with energy blasts or physical strikes. He employs Angel Dust for mass control and psychological manipulation.

Defeated by Glenn and Sistine, Jatice retreated, declaring the Alzano Empire "built by evil intentions" and vowing its destruction. He maintained distinct hatred for the Researchers of Divine Wisdom, denouncing them as "charlatans" and rejecting any association.
