Ryujiro Kamikage is an assistant secretary to the Military Command in the Japanese Ministry of Defense's decentralized structure. He presents a professional appearance, typically wearing suits or casual official attire, with dark eyes and short black hair; his hair style varies between media adaptations—unkempt in the manga and neatly gelled in the anime. He utilizes multiple sets of glasses suited for different situations.

Noted for punctuality and composure, Kamikage communicates politely and directly. Despite this disciplined demeanor, he demonstrates a willingness to take significant career risks to achieve his objectives. He actively supports Chihaya Gunzou and the crew of the Fog submarine I-401, viewing them as essential for peaceful coexistence between humanity and the Fleet of Fog. His early support includes procuring official documentation that legitimizes I-401's ownership under Gunzou and secures amenities for the crew, enabling their freedom of movement in Japan.

Kamikage first appears after the Fleet of Fog destroys the Nagasaki SSTO launch, informing Gunzou and subsequently assigning I-401 to transport the prototype vibration warhead torpedo to the United States. Anticipating Gunzou's acceptance, he accelerates preparations at Yokosuka before I-401's arrival. This mission places him in direct opposition to Ryoukan Kita, a political rival contending for prime minister. During a critical meeting where Kita pressures Gunzou to surrender I-401, Kamikage deliberately arrives late, timing his entrance to coincide with I-401's victory over the attacking Fog battleships Haruna and Kirishima. This calculated delay preserves his political standing and enhances his influence with Prime Minister Kaede, enabling approval for the revised torpedo transport plan despite its high-stakes nature.

His alliances include Cruz Herder, an officer commanding Navy commandos, with whom he collaborates on operational assessments like inspecting post-battle damage at Yokosuka. He coordinates with Vice-Admiral Uragami of the Naval Strategies Office and maintains a longstanding connection to Daisaku Komaki, captain of the submarine Hakugei III and his former classmate at the Japanese National Maritime Institute of Technology. Though aligned with Prime Minister Kaede, Kamikage navigates complex government dynamics, notably when aware of Gunzou's plan to use Takao-made clones to deceive the Japanese Army during the I-401's escape from Iwo Jima.
