Samuel McCoy commands the McCoy gang, trafficking young women via kidnapping and brainwashing to sell as sex slaves to affluent buyers. He conceals these operations behind legitimate fronts, notably a chain of nightclubs and restaurants. Political connections and scant evidence long insulated his activities from prosecution.

He relies on key associates: Sayaka, posing as a victim to lure targets like officer Yuka into capture; Gonnack, his agile and imposing bodyguard/assassin who employs poison needles; and Ryuji, the interrogator who tortures captives. When a jailed kidnapper linked to his organization risks police cooperation, McCoy orders him eliminated using poison needles.

After Yuka is captured investigating his club, McCoy imprisons her in his mansion basement alongside other victims slated for slavery. During an unauthorized rescue attempt by fellow officers, McCoy flees the besieged compound with Sayaka. He and Ryuji ambush the rescuers, wounding them. Police reinforcements, including officers Kenji and Banba, intervene; Banba's marksmanship thwarts McCoy's escape, resulting in his arrest after Ryuji is killed.
