After apprehending Fujiko Mine during her failed theft of the Calamity File from his premises, he confines her within a transparent enclosure. There, he forces her into staged combat against a mechanized adversary armed with a drill for his clientele's entertainment.

The Calamity File in his possession details East Doroa's assassinations and espionage against foreign operatives and political adversaries. Its exposure risks international condemnation and potential conflict, underscoring the Owner's role in safeguarding state secrets. He acts as an intermediary for the East Doroan government, which commissioned singer Queen Malta's assassination to fabricate a war pretext against West Doroa. The Owner subsequently contracted assassin Yael Okuzaki to eliminate Daisuke Jigen, who possessed knowledge of the plot, later expanding the contract to include Lupin III and Fujiko Mine following their interference.
