Kyoshiro Jimon is the Governor of Tokyo and the primary antagonist opposing the organization Zvezda. He maintains a deeply strained relationship with his son, Asuta Jimon, stemming from his attempts to force Asuta into the family business, which caused Asuta to run away. Kyoshiro bitterly canceled Asuta's credit card after his departure but keeps a family photograph on his office desk, signaling lingering attachment.

As Governor, Kyoshiro commands the Tokyo Military Special Force and collaborates with the anti-Zvezda group White Light, especially when UDO energy readings surpass White Light's capabilities. His hierarchical leadership enforces top-down control, favoring military solutions. His goal to annex all of Japan under Tokyo's authority drives him to overwhelmingly deploy force against Zvezda, ultimately costing him the Prime Minister's support due to his extreme methods.

Kyoshiro's ideological conflict with Zvezda climaxes when he pilots a giant, cigar-shaped robot to destroy Zvezda's base, embodying his authoritarian pursuit of order and control against Kate Hoshimiya's grassroots vision of world conquest centered on freedom and belonging. In this battle, he confronts both Zvezda and former White Light members defecting to Kate. Defeated, Kate acknowledges his tenacity with the phrase "Like father, like son," implicitly validating Asuta's growth and subtly reconciling their conflict.

Kyoshiro is a chain-smoker, and his mechanized weaponry mirrors his ever-present cigars, aligning with the series' anti-smoking themes.
