In 2103, he traveled to Japan to study the Sibyl System, backed by Japanese authorities for regional adoption, and launched construction of Shambala Float. By 2104, he commanded multiple dams along the former Mekong River. His forces unofficially resolved conflicts across eight regions by 2105. Han assumed SEAUn's chairmanship in 2109.
Following the original Han's death, the Sibyl System deployed an identical android replica to preserve his authority and advance his agenda, including Sibyl's integration into Shambala Float.
In July 2116, Sibyl—posing as Han—charged military captain Nicholas Wong with attempted coup. Sibyl/Han then resigned as chairman and called an election to establish SEAUn's new government. After securing an overwhelming victory, Sibyl/Han reclaimed the position, leveraging democratic validation to legitimize Sibyl's governance.
Investigator Akane Tsunemori uncovered Han's android identity during her probe in Shambala Float. She compelled the system to negotiate, demanding Han's resignation and fair elections to ensure voluntary public consent for Sibyl's rule rather than forced imposition. This triggered the sequence of resignation and election.
The android replicated Han's physical traits: a man in his 60s with gray hair and eyes, consistently attired in a blue suit, white shirt, and red tie. His personality mirrored the original's resolute convictions, concealing Sibyl's operations within SEAUn.
