He served first as an Inspector in Criminal Investigation Department Division 03 before transferring to Division 01 in May 2106.
In Division 03, Kogami collaborated with Enforcers including Tomomi Masaoka, Naoto Kurata, Hina Amari, and Tsubasa Torii, investigating organ smuggling and artificial organ trafficking. Initially methodical, his investigative style evolved towards cynicism. Designated Shepherd 2 in the field, his Unit 1 later tackled the "Specimen Case," involving victims dismembered in synthetic material. By 2116, he operated in Shambala Float, aiding guerrillas against Colonel Nicholas Wong's regime, adopting military attire and traditional firearms over Dominators.
Returning to Japan in January 2118, Kogami joined the Ministry of Foreign Affairs' Suppressing Action Department as Special Investigator (ID: 00542-AEDF-52510-4), maintaining wariness towards Sibyl and the PSB. His combat skills peaked during this service. Following Akane Tsunemori's imprisonment at Tokorozawa Correction Center, he reconciled with her during a visit and was later assigned to retrieve her upon release, reestablishing their partnership.
Physically, Kogami possessed gray eyes, short dark hair, and a muscular build. He wore standard black suits as Inspector/Enforcer, adding gray coats in the field. His personal motto was "Be gentle to others, strict with oneself," favoring the saying "Believe in your own power; don't always rely on others." Kogami maintained complex relationships. His friendship with Ginoza strained after his demotion and desertion, though mutual respect endured; Ginoza hesitated to shoot him during his escape and later administered physical justice before warning him away from Tsunemori. With Tsunemori, he developed profound trust and philosophical alignment despite differing methods, regarding her as someone who "deeply loves law and order and is deeply loved by it."
