General Negro, also known as Kaiser, is a high-ranking antagonist in the *Jewelpet Kira☆Deco!* anime. He serves within the Decoranain organization, opposing the protagonists' quest to restore the Mirror Ball by collecting Deco Stones. As one of the elite "Shitennou" (Four Heavenly Kings) alongside Dian, Tour, and Kohaku, he operates under the enigmatic Dark General.

Kaiser manipulates others to advance Decoranain's goals. In episode 46, he corrupts Opal into "Black Opal" to influence Blue Knight toward darkness. Later, in episode 48, he psychologically manipulates Retsu Akagi (Burning Red) by exploiting Retsu's unresolved guilt over abandoning his younger brother Midori in a forest during childhood. This manipulation causes Retsu to undergo an "Evil Costume Switch," temporarily aligning him with Decoranain. Kaiser typically preys on emotional vulnerabilities, as seen in tactics similar to those used against Pink Oomiya in a Lotus-Eater Machine scenario, though Coal orchestrated that specific incident.

Following the Mirror Ball's restoration and Jewelina's revival in the finale, Kaiser reforms alongside Decoranain after their defeat, abandoning his antagonistic role.
