Kaiser is a minor antagonist in the anime series *Jewelpet Kira☆Deco—!*. He belongs to the Shitennou, an elite team within the organization Decoranain. Alongside Dark General, Kaiser is one of only two human antagonists working for Decoranain. His actions focus on obstructing the protagonists' collection of Deco Stones.

He employs psychological manipulation and direct attacks against his targets. Kaiser exploits Retsu Akagi's insecurities about his younger brother Midori, brainwashing Retsu into believing Midori hates him, causing Retsu to temporarily turn against his allies. In another instance, Kaiser attacks Pink Oomiya while she is emotionally vulnerable after Ruby's apparent death, intensifying her breakdown by trapping her in an illusion of an idealized high school life.
