Description
Hidehiko Otoya is a government official within the Department of Economy. He created both the "Akikan Elect" experiment and the "Intelligence Port Project." Otoya openly identifies as gay and expresses a strong attraction to "pretty boys," frequently using his position of authority or employing deceptive tactics—such as posing as a school doctor—to initiate inappropriate contact with them. A prominent clock in his office displays the Japanese word for "MEN" alongside the phrase "I like them."
High school student Kakeru Daichi becomes a primary focus of Otoya's persistent sexual harassment. Throughout the main anime series, Otoya repeatedly makes unwelcome advances toward Kakeru, all of which are firmly rejected. His behavior escalates in the OVA, where he sexually assaults Kakeru on two occasions. The OVA also depicts him sexually assaulting another male student, Goro Amaji, in a public restroom during a group outing.
Otoya oversees the "Akikan Elect" project, forcing anthropomorphized soda cans ("Akikans") to battle to determine whether steel or aluminum cans are superior. Despite Kakeru's initial refusal to participate, Otoya manipulates circumstances to ensure his involvement.
