Raigyo Tsunomata serves aboard the postal airship Zanbani as a Xam'd, fused with a Hiruko symbiont residing in his left shoulder. His transformation was triggered five years ago during a bombing on a small Ruikon refugee vessel in the Northern Territory; a Jibashiri woman's self-detonation made him the sole survivor. The trauma initiated his change. Fighting the transformation caused unbearable agony, forcing him to succumb and begin petrifying. Nakiami discovered him and intervened at great personal risk, nearly turning to stone herself. Ahm brought them to the Zanbani, where Nakiami then guided Raigyo through mastering his Hiruko over three arduous years. This near-insanity-inducing struggle left physical scars, like slashes on the ship's walls and ceiling. Ultimately, he achieved full control, preventing petrification and gaining the ability to shift between human and Xam'd forms at will.

Following this mastery, Raigyo left the Zanbani for two years, traveling the world as a vagrant. He practiced photography during this journey, carrying his possessions under a sheet on his back, giving him a turtle-like silhouette. He visited places like Tessik Village, photographing Kujireika, and collected personalized gifts for the Zanbani crew. These travels honed his skills as a "gifted photographer," especially with his Spirit Camera.

Upon his return to the Zanbani, the crew welcomed him warmly. He distributed his collected gifts and resumed duties aboard the ship. His confident demeanor sometimes clashed with Akiyuki Takehara, another Xam'd struggling for control. Raigyo demonstrated a more harmonious relationship with his Hiruko and superior mastery, evident during crises. His Xam'd form possesses amphibian traits, including webbed hands and water-based abilities. Water envelops him during transformation, enabling high-speed swimming and the creation of sharp water blades capable of bisecting Humanform weapons, earning him the nickname "Wind That Stirs the Water" from Tenshin-sama.

Raigyo embodies sincerity and deep concern for others, guided by his philosophy: "Failing to value the lives of others cheapens your own." He engages in strategic discussions with Nakiami, including plans for her village to retake the Holy Land from the Northern Government. His return episode, "The Astonishing Raigyo," features a bath scene where his humming replaced the series' usual intermission sound effect. Physically tall and well-built, his initial unkempt look with light brown hair and a bushy beard transformed into a more refined appearance after shaving, though a distinctive scar remains running down his lips.

His relationships include a mentorship role towards Akiyuki, urging him to protect the Zanbani during attacks and guiding his Xam'd control. His bond with Nakiami is rooted in mutual respect and her life-saving act. He maintains respectful ties with the Zanbani's captain, Ishu Benikawa, and other crew members, actively contributing to the ship's defense and broader missions.
