Description
Tojiro Kagisu, also known as Commander Kagisu, serves as a commander in the East Autonomy Military. He is a tall, middle-aged man with fair skin, sharp blue eyes, and short dark hair shaved on the sides, possessing a mole underneath his right eye. He is typically seen wearing his Free Zone military uniform and boots retained since his time in Barador.
Commander Kagisu is first observed overseeing a dormant Xam'd encased in stone before being summoned by Dr. Kanba. Kagisu inquires about the creature and learns of its origins. Dr. Kanba cautions him that he will bear responsibility if their mission to uncover the truth behind the Xam'd ends in failure.
The next evening, his secretary, Prois Sukkaki, presents him with a report on a bus explosion, informing him of Nazuna’s appearance and noting Akiyuki Takehara as the only individual reported missing. Kagisu is startled to discover that Akiyuki shares the same surname as Ryuzo, the man who once saved him at Barador.
Upon arriving at Sentan Island, Kagisu dispatches Prois to invite Ryuzo to a meeting, but Ryuzo does not appear. While waiting, Dr. Kanba calls for Kagisu and unveils experiments involving a resampled Hiruko extracted from the Test-Type Xam'd, which has been administered to volunteers, starting with a student named Shidara. Kagisu reacts with fury, but Dr. Kanba asserts that extreme measures are necessary to win the war. Shortly after, Kagisu is deployed to help contain Shidara, who has transformed into a Humanform Weapon and is assaulting Furuichi Teraoka. After an ASP User subdues her, Kagisu promptly executes her, recalling Dr. Kanba’s words.
Some time after Shidara’s death, Commander Kagisu is seen supervising Mainsoul examinations. Following the initial tests, Prois informs him that top performers in the following day’s live test will join a field training session to Tsumebara Pass. She also notifies him of Furuichi and Haru Nishimura’s connection to Akiyuki. The next day, after a series of experiments conducted by Dr. Kanba, the Test-Type Xam’d abruptly awakens, and Kagisu rushes to confront it. He initially contains the threat, but the Xam’d escapes after releasing a spore bubble and damaging part of the training grounds. Choosing to prioritize civilian safety, Kagisu orders the trainees to eliminate the Xam’d. Furuichi succeeds, and that evening Kagisu invites both him and Haru to his office to propose their participation in the Tsumebara Pass mission.

After the soulstone and the missing ASP unit are recovered, Furuichi informs Kagisu of his and Haru’s encounter with Akiyuki and Raigyo Tsunomata, revealing Akiyuki’s identity as a Xam’d.
Sumako Kagisu is Kagisu’s mother. Although he claims she is deceased, Sumako remains alive.
