Description
Caine Flaccano, alias Kepler, began as a member of Gasback Gallon Getaway's robbery crew. Two decades before the main events, he spearheaded a mutiny against Gasback during a bank heist. Shooting Gasback, he abandoned him and fled with the stolen money alongside accomplices Dorino Ohre Tadiski and Mechio Tante Ogorare, an escape made possible when Vash the Stampede intervened to stop Gasback killing them.

Using his ill-gotten share, Caine established himself in Macca City. He financed the repair of the city's vital, bulb-shaped power Plant, winning enough public favor to secure election as mayor. His tenure culminated in the commission of a colossal revolving bronze statue of himself erected downtown, insured for five billion double dollars. This prompted the Bernardelli Insurance Society to assign agents Meryl Stryfe and Milly Thompson for risk assessment.

His physical appearance shifted over time, his black hair graying. His "newly rich" status manifested in gaudy decor and an opulent lifestyle. As mayor, he prioritized self-preservation and image. Hearing rumors of Gasback's revenge, he posted a $$300,000,000 bounty, drawing numerous bounty hunters to Macca City. He relied on their presence over professional security, increasing risks to the insured statue.

When Dorino and Mechio, their businesses destroyed by Gasback, sought refuge with him, Caine initially provided shelter. However, during Gasback's confrontation at his mansion, he betrayed them again, shooting both non-fatally in an attempt to shift blame and appease Gasback. After Gasback successfully stole the Plant—using explosives to dislodge it and letting it roll through the city, destroying the statue—Caine pursued the thieves. In the aftermath, he attempted to kill Gasback and others using a missile bearing his likeness. Nicholas D. Wolfwood thwarted this attack, leading to Caine's arrest alongside Gasback and his associates.
