Keiko Kojika commands the B.A.B.E.L. esper team The Hound after graduating first in her class from the organization's training academy, securing rapid promotion to leadership. Her personality initially displays hesitancy and wavering conviction, contrasted by a distinct otaku passion for animal-related narratives. A subplot reveals her attraction to older men, particularly Ichirō Tanizaki.

Her leadership faces early turmoil when esper Hatsune Inugami rejects Kojika's authority and flees, fueled by jealousy over Kojika's close rapport with teammate Akira Yadorigi. B.A.B.E.L. resolves the conflict by staging a high-risk mission to enforce cooperation and forge trust between Kojika and Inugami. The strategy succeeds: Kojika earns Inugami's loyalty through their shared ordeal, and their bond strengthens to include off-duty activities like movie outings.

Regarding Akira Yadorigi, he initially aids Kojika's adjustment to command, driven by motives to reduce his personal workload.
