Description
Shōko Munei was a senior investigator in the Tokyo Police Force's Special Investigation Division, Section Seven, often called the Drug Task Force or Special Narcotics Unit. She graduated top of her class from the Security University (formerly the National Security University). Her career path was unusual, shifting from a bureaucratic position in the Ministry of Internal Affairs to a tactical role within a combat-focused unit. Despite possessing nearly zero combat ability, her calm demeanor, rapid judgment, and tactical mind made her valuable. She primarily directed field operations but sometimes participated directly when necessary, reporting to Chief Gotou Shuuji.
Her key responsibility involved supervising and mentoring Rei Kirisawa, who joined the unit in 2049. Shōko prioritized operational safety, frequently ordering tactical retreats in high-risk situations. However, she tolerated Rei's tendency to exceed operational limits and safety parameters, acknowledging Rei's independent assessment of her own capabilities. Shōko was generally more expressive and less cautious than Chief Gotou but consistently maintained a calm and collected approach. She was intelligent and experienced but unsuited for direct field confrontations.
During the mission to capture drug lord Joaquin Knight, Shōko provided tactical support to Rei and oversaw Knight's subsequent interrogation. She later accompanied Rei to meet an informant, which was a trap set by Knight's organization. Both were captured and injected with nanomachines inducing uncontrollable pleasure responses. Shōko was physically and sexually abused by Knight's men and used as leverage to force Rei into releasing Knight. After Rei complied, Shōko was imprisoned in a water-filled tank at Knight's hideout. She drowned when Knight altered the conditions of Rei's rescue task at the last moment, preventing Rei from completing it in time. Her death contributed to Rei's subsequent psychological breakdown and months of captivity.
Shōko is depicted with blonde hair and glasses. Her character appears only in the prequel OVA and does not feature in later media like the visual novel *Special Agent Rei & Fuko*. Her death indirectly influenced Rei Kirisawa's character development, with Rei eventually recovering and mentoring another agent, Izumi Fuuko.
