A significant command decision saw him personally select Daitetsu Minase as captain of the new Space Noah-class flagship, a choice driven by Randolph's deep respect for and complete trust in Daitetsu. Randolph explicitly backed Daitetsu's command choices, pledging personal responsibility for any outcomes. Lieutenant-Colonel Sakae Takanaka serves as deputy commander of Izu Base, acting as Randolph's trusted advisor and confidant.

During the Divine Crusaders faction's coup d'etat, Randolph and Takanaka were taken hostage at Izu Base. They remained in captivity even after the defeat of the Einst threat. Subsequently, when the Grusman faction seized control of the Earth Federation government and military, Randolph was forcibly removed from command, euphemistically "sent on a vacation." Takanaka was similarly removed from his post. Following the decline of the Grusman faction's influence during the events concluding the overarching conflict, Randolph was reinstated to his position as commander of Izu Base.
