Rikurei Ochi, known as Lady Mother, originates from Japan's Heian era (8th-12th centuries), resulting in an exceptionally prolonged existence. Advanced life-support technology within a sealed chamber maintains her ancient physical form, preventing complete disintegration. This containment allows her to project a virtual representation for interaction.

As founder and supreme leader of the Charisma organization, Rikurei Ochi controls all internal data systems and oversees its operations. The cult conducts illicit activities centered on Kirku General Hospital, procuring recently deceased or terminally ill patients for experimental purposes. These experiments develop proto-machine technology to revive dead tissue, directly serving Rikurei Ochi's objective of achieving physical revival and prolonged survival. Experimental failures accelerate the degradation of her remaining lifespan.

Rikurei Ochi maintains a maternal dynamic with her biological son, Kaidoh Ochi, the cult's operational leader. She personally guides inductions of new high-ranking members and refers to Kaidoh as her "true son," motivating his relentless efforts to secure her survival. Her leadership includes approving the acquisition of specific patients, like Shiori, for experimentation.
