Second Lieutenant Packard serves in the Seirēn Federation military, stationed on the occupied planet Rinbos under Major Rikiyard's command. His duties include maintaining security and investigating suspicious activities. Following Nabu Ancient's discovery of the Yamato data disk, Packard suspects Nabu is hiding vital information and pursues him. When automated shipyard activity signals the unauthorized construction of the 18th Space Battleship Yamato, Packard mobilizes his forces to attack the dry dock. During this engagement, he personally leads the assault against the Yamato and its builders. Packard dies when Major Rikiyard's missile misses the Yamato, detonating a Monopole energy mine instead; the resulting catastrophic explosion annihilates Packard and his entire team.
