Secretary of Defense Haniwa is a government official present when Hayato and his family seek shelter from a thunderstorm in an abandoned mansion alongside Chairman Kuroshio and his wife. As Chief of Defense, he oversees the military response to the giant robot attack on the city, which is publicly attributed to the Phantom Ship. Haniwa is involved in a broader conspiracy, his actions and allegiance serving the manipulative schemes of Kuroshio’s corporate entity. This organization is itself directed by a mysterious higher power that aims to reduce the human population through a dangerous consumer product.
